Night had closed in around the two men on board the Dragonfish. They had dropped anchor off a rocky little island that was one of many in the Cardiff Chain, secure in the knowledge that they were well hidden from any of the passing ships. They showed no lights and the silhouette of the Dragonfish blended in with the shadows of the trees on the island.

Aktur Cilon had been on the shortwave radio transmitter the past fifteen minutes, sending a detailed message as he consulted the sea charts of the area. He spoke in the native tongue of his country, but even so, the conversation was coded to keep its import from any listening ears. When he shut down the power Embor asked brusquely, “Well?”

“Our submarine, the Krolin, is now five hundred miles west of our position. The captain will sail immediately for the island of Montique and wait for our signal.” He paused, then added, “Now, how do you propose we proceed?”

Embor nodded thoughtfully. “It should be an easy matter. We make a landing, eliminate everyone on the island, retrieve whatever papers or information may be necessary, then leave.”

“You are forgetting,” Aktur frowned, “that the captain of our submarine will expect us to leave with him. How then do we make our escape?”

“Simple,” Embor assured him. “We tell him we have to stay behind to be sure there has not been contact with the other island. As a matter of fact, we could deliver whoever it is of that royal family to his keeping to give him reason to get away quickly. The elimination of that one can be their problem.”

“Excellent.” His smile had an evil touch to it. "The best part is. . . no one even suspects that we are here, and before any can, they will all be . . . eliminated. The bomb in the house was a smart move.”
